Agenda Policy

A detailed agenda for all regular council meetings is to be prepared by the administration and be available to the council members at least 48 hours prior to the council meeting. Any item not included on the agenda can be discussed at a meeting but cannot be voted on. The matter will be referred to the appropriate committee for public in-put, committee action and recommendation to the city council at a later date.

Any committee chairperson who wishes an item included on the agenda will submit his request to the administration by noon of the Monday prior to the council meeting. (See council policy - committee reports.) The only exception to this policy will be the Finance Committee’s monthly report on the claims and the line item budget.

WHEREAS, the council recognizes the public right to know regarding action taken by the City of Dillon, and;

WHEREAS, there is currently no policy regarding public requests for action which are made to the council;

IT IS HEREBY RESOLVED AS FOLLOWS:

  1. Any requests for action which come before the council in the form of Public Requests and/or other business shall be referred to the appropriate committee for public in-put, action, and recommendation to the council at later dates.
  2. Nothing herein shall restrict the council’s right to act in case of emergency; provided that in any such action the council must state clearly for the record the nature of the emergency.
  3. All committee reports to be given at a Council Meeting are to be presented in writing with one copy for each member of the council and the mayor. These committee reports are to be signed by a majority of the committee members appointed and are to be circulated to the council members and the mayor at least 24 hours prior to the council meeting at which the report is to be given.

Citizen Request Policy

It is the policy of the administration that all requests for assistance and all complaints from the citizens of this city will be handled in a prompt and courteous manner. To assure that all requests or complaints received by members of the city council are handled in this prompt manner it is the request of the administration that all members of the council follow the following procedure.

  1. Any council member taking a request or hearing a complaint will use the required request form and write his name at the top of the form and then complete in detail Section B of the form.
  2. Once Section B of the form is completed please turn it in to City Hall so that prompt distribution to the proper city employee to handle the request can be accomplished.
  3. Once the request has been taken care of the remainder of the information on the form will be completed and a copy of the completed form will be forwarded to the council member who received the original request.

It is the policy of the administration to handle these requests on an urgency basis. If the request is urgent it will be given immediate priority and taken care of at once. If the request is not urgent it may be put off until it can be conveniently handled within the work schedule but in all cases the request is to be taken care of in no more than two working days from the date the request was received in city hall. If for any reason it is impossible to follow this procedure the office staff will contact the citizen to explain the delay and also give an approximate date they will contacted by a city employee.

REMEMBER - All requests and/or complaints, no matter how trivial they may appear, are to be handled in this manner.

Council Members' Authority

By resolution unanimously adopted on May 12, 1984, the City Council of the City of Dillon established that no one member of the Council has the authority to act on behalf of the City but rather the authority arises only when the Council acts collectively.

This same resolution provided that each and every individual Alderman would resolve to leave the city employees alone, and further, that the Council would work together as a group.

Claims for Payment

All claims for payment against the City of Dillon are to be examined by the members of the Finance Committee on the first Wednesday of each month at 1:00 p.m.

The Finance Committee is to recommend by written report the disposition of these claims to the council at the first meeting of the council each month.

Spending Authority

(A) If the Mayor or the Director of Operations determines that an emergency exists in the City of Dillon, there shall be no limitation on the amount of money that can be spent on such emergency conditions provided such expenditures are guided by reasonable determination made by them. However, such expenditures will be presented to the Council at the next regular meeting and explained by the Mayor or Director of Operations.

(B) The department heads and committee chairperson or the Mayor shall be governed by the rule of reason in regard to all expenditures, and such expenditures shall be subject to explanation by them to the City Council.

Meeting Dates

Pursuant to Dillon Municipal Code Number 2.08.10 the City Council of the City of Dillon will hold its regular meetings on the first and third Wednesdays of each month at the hour of 7:00 PM effective with the first meeting in the month of May 1986.

Committee Meeting Notice

The following is the procedure that will be followed relative to committee meetings of the city council:

(A) All committee chairpersons will report committee meetings (date; time; and place) to the administration a minimum of 48 hours in advance of the meeting. If possible 48 or more hours notice would be preferred.

(B) The administration will publicly post a notice of the meeting on the city bulletin boards and will notify the press by telephone.

(C) The committee chairperson and/or the mayor may call an emergency meeting of any committee without notice if such an emergency is being called because of circumstances which may affect the public health or safety of the residents of the City of Dillon.
